Offering Free Satellite Communication Service to Medical Assistance Service Training for Massive Earthquake

 SKY Perfect JSAT has been providing the ExBird satellite communication service to the Disaster Medical Assistance Team (DMAT) of the Ministry of Health, Labor and Welfare since 2015 during the medical assistance training for large-scale earthquakes conducted on September 1 every year as part of the government integrated emergency response drills.

 DMAT is defined as a medical assistance team trained to mobilize in the acute stage of disasters, and is comprised of doctors, nurses, and coordinators that have received specialized training. Each prefectural block over Japan has a DMAT team, which mobilizes in coordination with patient-receiving hospitals in the event of a disaster.

 This training assumed that terrestrial lines were blocked and used the ExBird service to provide an Internet connection and voice communication via a satellite to enable early access to an Emergency Medical Information System (EMIS) and voice calls. The swift installation and use of our portable satellite communication stations was well received and will encourage further developments in the future.

 The prevalence of information telecommunications technology has led to increasing reliance on telecommunication networks in medical relief activities to protect the lives of citizens. That is why high-speed Internet provided by satellite communications is becoming more important as an emergency telecommunications method during large-scale disasters such as the Great East Japan Earthquake and the 2016 Kumamoto earthquakes.

 The "Study on Emergency Telecommunications Methods During Large-Scale Disasters" report released by the Ministry of Internal Affairs and Communications in June 2017 recommended establishing emergency telecommunications methods needed at disaster medical relief sites and enhancing manpower relating to those emergency telecommunications methods. This has led to the launch of the Disaster Medical Relief Communication Expert Council (DCOME) to provide systematic training and education for the purpose of cultivating human resources that can effectively utilize emergency telecommunications.

 SKY Perfect JSAT came to play a role in human resource cultivation as a teacher for practical training in this telecommunications export education. We shall contribute to building a resilient nation by enhancing disaster prevention measures and saving as many lives as possible.
